CONCLUSION OF WORKING MEETING OF COMMITTEE I DPD RI WITH THE MINISTRY OF ADMINISTRATIVE REFORM AND BUREUCRATIC REFORM ON EPN BILL

After listening to the explanation in the Meeting of Committee I DPD RI with the Minister of Administrative Reform and Bureaucratic Reform (MenPAN&RB) and their staffs relating to the agenda the draft Law on State Officials Ethics, it can be concluded some of the following:

1.    Committee I DPD RI agrees and in line with the opinion of the government, in this case MenPAN&RB, that the State Officials Ethics Bill is very important for state officials in order to control a variety of negative behaviors in the organization of the state as well as providing the basis for the implementation of bureaucratic reforms;
2.    Committee I DPD RI agrees that the urgency of the State Officials Ethics Bill to serve as the basis for the state officials on how to behave, act and say to establish the rule of moral values, moral ethics and the establishment of good and ethical state officials, with a personality characterized by upholding the principle of legal certainty and the orderly administration of the state;
3.    Committee I DPD RI concurs with the views of MenPAN&RB to various problems associated with the state apparatus that includes: moral degradation, public lies, conflict of interest, judicial intervention, unresponsive public services, discriminative treatment and the lack of professionalism of state apparatus, so that State Officials Ethics bill presence becomes important in creating a professional, ethical and moral state administration;
4.    Committee I DPD RI appreciates the full support of MenPAN&RB on DP’s initiative in encouraging the drafting of the State Officials Ethics Bill and follow it up with the establishment of a task force to realize the completion of its Academic Draft and Bill without reducing the autonomy and independence of each institution;
