This was conveyed by the Chairman of Committee IV DPD RI, Ajiep Padindang at the Hearing discussing the distribution of village funds in 2019 with the Director General of Fiscal Balance of the Ministry of Finance in the Meeting Room of Committee IV DPD RI, MPR / DPR Building, DPD RI, Senayan, Jakarta, Wednesday ( 21/11).

Regarding the village funds, Ajiep Padindang hopes that for the disbursement of the first phase of urban village funds, the Ministry of Finance can tolerate the regencies / cities that have not made the budget in the APBD. Furthermore, Ajiep hoped that the mechanism for disbursing the village funds could be in the form of a block grant (not detailed), so that it could be used as a kind of financial assistance.

"For those who have not budgeted, the conditions are proposed so that there is an MoU between the Regional Government and the Regional House of Representatives (DPRD) to be allocated to village funds, the important thing is that the regions will budget the village funds," he said.

Yasin Welson, a member of Committee IV DPD RI, questioned the timing of the implementation of village funds and the possibility that funds could be received equally in all regions. Not only Yasin, Abdul Aziz Adyas also questioned the mechanism of use and its accountability.

"Accountability is proposed not in the sub-district, but the urban village. In addition, if the budget is not allocated, can the Regional Government get the village funds ?, "he asked.

Meanwhile, another member of Committee IV, John Pieris hoped that the government can prepare the right legal umbrella so that it can be implemented properly. "We hope that the legal umbrella for the village funds will be prepared different to the village law, so that the technical guidelines (technical instructions) are mixed well," said this Maluku senator. Meanwhile Mervin Komber questioned the pattern of supervision of village funds, especially when funds were placed in the sub-district.

Responding to this, the Director General of Fiscal Balance, Astera Primanto Bhakti, explained that currently the Ministry of Finance is carrying out the stages of completing technical guidelines (Juknis) from the use of the village funds by conducting discussions with the Ministry of Home Affairs.

He hoped that the discussion regarding the technical guidelines discussion would be completed in December 2018 and then the village funds could begin to be disbursed at the beginning of 2019.

"The detailed use is in the Ministry of Home Affairs, because when used as a block grant it was not in accordance with the objectives.
