COMMITTEE III DPD RI INVENTORIES MATERIALS FOR THE BILL ON PRESERVING INDIGENOUS CULTURES OF BALINESE KINGDOMS

dpd.go.id - In the context of preparing the Bill on the Protection and Preservation of the Indigenous Culture of the Archipelago Kingdoms, stated Habib Ali Alwi, Vice Chairman of Committee III DPD RI in a working meeting with Deputy Governor of Bali, Prof. Tjokorda Oka Artha Ardhana Sukawati and his staff. Still according to Habib Ali Alwi, Vice Chairman of Committee III DPD RI who is also a Senator from Banten, Committee III DPD RI is currently conducting an inventory of material for drafting a bill regarding the preservation of indigenous cultures of the Balinese kingdoms. This was conducted to realize the DPD RI's idea to encourage the formation of a Bill (RUU) on the Preservation of the Kingdoms’ Indigenous Culture. This bill was initiated by the aspirations of the local community and was followed up by the leadership of the DPD RI. We all know that the existence of Law Number 11 of 2010 concerning Cultural Conservation and Law Number 5 of 2017 concerning the Advancement of Culture are considered to have not fulfilled the need for regulation and the position of the kingdom/sultanate in an effort to protect and preserve the culture and customs inherited from the ancestors in the archipelago.

The Working Meeting which took place on Saturday 21/01/23 at the Wiswa Sabha Utama Building (Office of the Governor of Bali), was also attended by other Committee III members namely Muslim M. Yatim (West Sumatra), Amang Syafruddin (West Java), Dedi Iskandar Batubara (North Sumatra), Edwin Pratama Putra (Riau), Jihan Nurlela (Lampung) Alexander Fransiscus (Bangka Belitung Islands), H. Cholid Mahmud (Yogyakarta), Erlinawati (West Kalimantan), Muhammad J. Wartabone (Central Sulawesi), Lily Amelia Salurapa (South Sulawesi), Dewa Putu Ardika Seputra (Southeast Sulawesi) and Rahmijati Jahja (Gorontalo).

Deputy Governor, Prof. Tjokorda Oka Artha Ardhana Sukawati or commonly called (Cok Ace), who received the Committee III DPD RI delegation said that culture is an accumulation that occurs from people's habits from the time of their ancestors for many years which became civilization until it occurs in today's era. He who is also a graduate of Udayana University added that the current culture is built from regional pillars with various cultural symbols, sites, kingdoms, palaces, temples and palaces. Etymologically Puri means a fortified city and in its development the use of the name "Pura" became specifically for a place of worship of God. He also added that 60% of foreign tourists who come to Bali are due to the royal culture which still maintains its culture.

In addition, Bali Senator Anak Agung Gde Agung who is also the regional representative said, "There are several considerations that underlie the importance of regulating the drafting of laws on the protection and preservation of the traditional culture of the archipelago kingdom, namely the aspirations of the people and regions that demand respect from the state for the existence kingdoms/sultanates and making the kingdom the center of local culture as well as the boundaries of that culture are influenced by power relations involving many stakeholders. Patterns of power relations show in group identities and institutions that change the group's perspective. Some of the above and several other problems need to find a way out so that efforts to preserve the cultural customs of the kingdom can run optimally and provide benefits to the wider community. The existence of the Cultural Conservation Law and the Culture Advancement Law have not regulated and defined these matters. The two laws have not yet accommodated room for negotiation on the values and practices of kings/sultans in the kingdoms/sultans in Indonesia.

Bali Senator Anak Agung Gde Agung, also appreciated Pengingsir Puri Agung who was present at the drafting of bill on the protection and preservation of the Indigenous Culture of the Archipelago Kingdoms. Invited figures who attended the meeting were H.E. Pengingsir Puri Agung Klungkung, H.E. Pengingsir Puri Agung Karangasem, H.E. Pengingsir Puri Agung Bangli, H.E. Pengingsir Puri Agung Gianyar, H.E. Pengingsir Puri Agung Ubud, H.E. Pengingsir puri Agung Peliatan, H.E. Pengingsir Puri Agung Blahbatuh, H.E. Pengingsir Puri Agung Denpasar, the Chief Warih Dalam Pemayun (H.E. Pengingsir Puri Agung Petak), H.E. Pengingsir Puri Agung Pemecutan, H.E. Pengingsir Puri Agung Kesiman, H.E. Pengingsir Puri Agung Jero Kuta, H.E. Pengingsir Puri Agung Mengwi, H.E. Pengingsir Puri Agung Singaraja, H.E. Pengingsir Puri Agung Sukasada, H.E. Pengingsir Puri Agung Tabanan, and H.E. Pengingsir Puri Agung Negara/Jembrana. One of them, H.E. Pengingsir Puri Agung Ubud, said that in advancing culture, one must contribute to the welfare of the surrounding community. In addition, he encouraged Committee III DPD RI regarding the Puri tax which is so large that it is paid every year. According to him, the existence of such a large tax would make it a central point in advancing culture and would not contribute optimally. He also added that culture occurs because of cultural acculturation that arises with certain cultures that are faced with foreign cultures because there are so many cultures that must be presented such as traditional clothes,

Prof. Dr. Hj. Sylvia Murni, SH, M.Sc., who is a senator for DKI Jakarta also gave appreciation to all stakeholders who were present in the framework of drafting a law on the protection and preservation of the traditional culture of the archipelago kingdom. According to her, the potential possessed in Bali as a parameter because Bali is central point in the management of human resources and natural resources that are so good. She also added the unique culture and traditions in Bali, such as the Trunyan Village cemetery, the Mekare-kare tradition, the Omed-omedan tradition, and the Mekotek tradition, which are currently special things for tourists to enjoy because this will give them a special experience that cannot be found in other areas.

"Despite the various weaknesses and strengths that exist, Committee III DPD RI is determined to provide support for the creation of drafting a law on the protection and preservation of the traditional culture of the archipelago kingdom, preserving traditions can be interpreted as an effort to protect, develop and utilize ancestral traditions. "But the fact is that preserving tradition is more interpreted as "protecting" or preventing from damage, extinction or loss,” added Habib Ali Alwi, Vice Chairman of Committee III DPD RI ended the Work Meeting of Committee III DPD RI with the Deputy Governor and his staff at the Main Wiswa Sabha Building.
