Jakarta, dpd.go.id - Member of Committee I of the House of Regional Representatives of the Republic of Indonesia (DPD RI), Fernando Sinaga conveyed the aspirations he obtained during the recess period from 17 December 2022 to 5 January 2023.
Fernando conveyed this during the DPD RI Plenary Session which marked the opening of the trial period last Monday (9/1/2023).
"I have conveyed my aspirations and notes regarding my supervision regarding the implementation of Law number 6 of 2014 concerning Villages in Kaltara during the last recess, especially regarding the pilkades, recruitment of village officials and village funds," said Fernando.
Regarding the postponement of the implementation of the Simultaneous Pilkades (Village Head Ellection) since 2021 which was caused by the Covid - 19 pandemic, Fernando said that until now there has not been a clear point of certainty when the schedule for the Simultaneous Pilkades will be held in 2023 in a number of districts in North Kalimantan.
"Under these conditions, the village government apparatus in North Kalimantan Province proposed that Pilkades not be held simultaneously, but adjusted to the end of the village head's term of office," he emphasized.
Fernando believes that there is actually no urgent need to hold Pilkades simultaneously and instead it has created rampant practices of corruption, collusion and nepotism due to the appointment of an Official Head of Village.
Fernando continued, the second aspiration presented at the Plenary Session was the matter of recruiting Village Government officials.
"Many Pemdes (Village Government) in North Kalimantan (Kaltara) admit that they do not have technical guidelines in the form of Village Regulations or Perdes regarding Appointment and Dismissal of Village Officials and Village Head Regulations or Perkades regarding Technical Guidelines for Appointment and Dismissal of Village Officials," he said.
Therefore, Fernando urges continuous guidance and supervision from all levels of government regarding the recruitment of Village Officials.
"This is important considering that the aspirations we get show that the recruitment of Village Government Officials in North Kalimantan still uses a family approach rather than competency and capacity," he said.
The DPD RI member from the electoral district of North Kalimantan Province added that the third aspiration is the question of village funds for 2022.
Fernando revealed, until the third quarter of 2022, the realization of Village Funds in North Kalimantan had reached 68.68 percent or Rp. 267.9 billion.
"It is very likely that the absorption of Village Funds in Kaltara in 2022 will be the same as in 2021, namely the Village Funds in North Kalimantan will be absorbed 100 percent," said Fernando.
However, Fernando added, there is one important note that must be addressed by the Central Government, namely reducing the nominal Affirmation Allocation per village so that disadvantaged and very underdeveloped villages in North Kalimantan have high motivation to obtain larger performance allocations.
"Look, village residents and the Village Administration in North Kalimantan consider this assumption by the Central Government to be wrong and reversed. In North Kalimantan Province there are still 140 underdeveloped villages and 2 very underdeveloped villages. The nominal Affirmation Allocation should have been increased for the 142 villages while strengthening the guidance and supervision of 142 villages. so that there is an increase in the performance of the Village Government so that the performance allocation also increases," said Fernando.
