Haji Uma Comes to BPK RI Aceh, Highlights Six to Eight Months Unpaid Salaries of Village Apparatus

BANDA ACEH, dpd.go.id – H. Sudirman or commonly known as Haji Uma, Member of Committee IV DPD RI from Aceh, highlighted several areas in Aceh, where the salaries of village officials were not paid for up to six and eight months.

Haji Uma said that the BPK must examine this. Why can there be a delay in paying village apparatus’ salaries?

According to him, this has undermined the governance of the rule itself.

"The salary of the headman, village secretary, and other officials should be paid monthly, not every six months. In other areas like Bali, they are paid regularly per month. Because we are supervising this," said Haji Uma during a visit to the BPK RI of Aceh Representative Office, Thursday (29/12/2022).

Haji Uma continued, the problem in Aceh is why the salary is paid every six months.

He questioned, what is the source of law and what instruments are applied.

"This violates the rules. If the Regent dares to issue a Perbub or regulation, make a history of payment routines. So what has been done has a legal aspect," said Haji Uma.

So according to him, there must be a source of law if the village head's salary is paid every six months.

Because the salary payment is based on the Ministerial Regulation and the law.

The time limit for payment of salaries is also determined by law.

"So we want the BPK to be able to go deeper here and examine the administration. So that it can improve the performance of regional heads. We don't mean to be prejudiced that it is stretching the village head's salary. But try to get the BPK to audit this," he concluded.

In addition, Haji Uma also questioned the granting of WTP to regional heads, he hoped that the WTP provided would not meet the criteria for receiving the WTP.

"Because we see that in Aceh Silpa every year there are always Budget silpas, based on the results of the BPK RI report.”

Indeed, according to the rules so far, the WTP concept has been given from the orderly administration report (LKPD), but on the other hand, there is an implication that has arisen, namely the existence of additional incentives, both through the DAU and DAK.

From a rational point of view, the correlation between the regular budget cannot be realized while still being added as a WTP bonus.

Of course, this concept of national development planning is no longer directed and measurable in creating equitable distribution of development and welfare nationally.

"Therefore, the audit instrument should not only focus on financial reporting techniques but also have to look at it from the point of view of local government performance audits," concluded Haji Uma. (*)
