JAKARTA, dpd.go.id - Committee II DPD RI resumed the drafting of Bill on the Second Amendment to Law No. 31 of 2004 concerning Fisheries. This bill is considered important in managing fisheries and improving the economy of small fishermen.
"This Public Hearing Meeting (RDPU) activity is one of the stages in the preparation of the Fisheries Bill which aims to obtain comprehensive input both from an academic side and from an implementation side in the field, in order to enrich the substance of the Bill being drafted," said Vice Chairman of Committee II DPD RI Abdullah Puteh when opening the RDPU at the DPD RI Building, Jakarta, Tuesday (17/1).
The DPD RI member from Aceh Province added that Committee II DPD RI had recorded 12 main issues that would be regulated in the revised Law on Fisheries. One of the main issues is the area of fisheries management, fisheries management, and fisheries business. "These main issues could have increased based on the results of Committee II DPD RI discussions with experts and practitioners in the field," he explained.
Meanwhile, DPD RI Member from Riau Province Intsiawati Ayus said that this bill should not only be seen from the perspective of marine ecosystems. However, it is necessary to pay attention to the fishery ecosystem in lakes or rivers because so far it has been neglected. "The bill should not only cover fish in the sea, but also pay attention to fish in lakes and how they are managed or empowered," she said.
On the same occasion, DPD RI Member from West Nusa Tenggara Province Achmad Sukisman Azmy said that until now he had not found the right format for managing fisheries based on fishery management areas (WPP) or islands. Because until now the island-based management has been deadlocked.
"Until now we don't know whether to use WPP or archipelago-based management that fits Indonesia. Because until now the island-based basis has not worked, we need to find the right format for this bill," said Sukisman.
DPD RI member from East Kalimantan Province Aji Mirni Mawarni explained that so far several large entrepreneurs in the fisheries sector have been protecting small fishermen. In fact, big companies have guided small fishermen from nothing to being independent. "The problem is the small fishermen after being guided from scratch, but they cannot adjust the price that has been obtained. We also need to include such an overview in this bill," he added.
Department of Fisheries, Faculty of Agriculture UGM, Ignatius Hardaningsih said that in the articles of Law no. 31 of 2004 concerning Fisheries only deals with catching them. Meanwhile, the perpetrators are placed in a different law. "So this bill needs to emphasize fisheries business activities, not just the fishing sector. In order to be even sharper, this bill is universal," he said.
In addition, the Center for Maritime Studies for Humanity, Abdul Halim, assessed that WPP-NRI-based fisheries management must be strengthened in institutional arrangements in the second amendment to Law no. 31 of 2004. WPP-NRI will place active regional participation as the main input in policy making in fisheries management. "The challenge is that it is necessary to increase the legal status of institutional arrangements and the scope of the WPP," he said. *fi
