JAKARTA, dpd.go.id - Committee II DPD RI is again carrying out the drafting of the Bill on the Second Amendment to Law No. 31 of 2004 concerning Fisheries. This bill is considered important in improving the welfare and economy of small fishermen.
"It is hoped that the revision of the Fisheries Law can accommodate small fishermen in the regions. For this reason, we ask for comprehensive input, both on the academic side and on the implementation side in the field from experts and practitioners, in order to enrich the substance of the bill being drafted," said Vice Chairman of Committee II DPD RI Lukky Semen when opening the Public Hearing Meeting (RDPU) at the DPD RI Building, Jakarta, Tuesday ( 10/1).
Lukky Semen added that Committee II DPD RI had recorded 12 main issues that would be regulated in the revised Law on Fisheries. One of the main issues is the area of fisheries management, fisheries management, and fisheries business. "These main issues could have increased based on the results of Committee II DPD RI discussions with experts and practitioners in the field," he explained.
Meanwhile, DPD RI Member from Bali Province Bambang Santoso hoped that the revision of the Fisheries Law will not have a gap 10 to 20 years into the future. In addition, this bill is also expected to be able to answer the problems that occur with small fishermen. "I hope this bill can become a detector for the next 20 years because now our technology is too late and illegal fishing is rampant. So with this bill we have high hopes so that we will not be missed again in our seas," he said.
On the same occasion, DPD RI Member from West Nusa Tenggara Province Achmad Sukisman Azmy explained that 90 percent of fishermen in Indonesia are in the small category, so it is hoped that the revision of the Law will have a special clause that pays attention to it. “We know 90 percent are small fishermen. So there needs to be a special clause that regulates fishermen," he added.
Vice President of Rare Indonesia Taufiq Alimi said that in revising the Fisheries Law it is necessary to pay attention to the protection of small fishermen. This protection must be able to ensure that small fishermen are able to benefit from the responsible management of fishery resources. "The most essential thing to protect is the access of small fishing areas to fishery resources on condition that they comply with the provisions of sustainable fisheries management," he added.
Fisheries expert from the Bogor Agricultural Institute Akhmad Solihin suggested that the empowerment and protection of small fishermen does not need to be included in the Fisheries Bill, because it is already included in Law no. 7 of 2016. However, the important point is that an article is needed regarding international cooperation. "Actually, the empowerment and protection of small fishermen already exists, but most importantly there is an article specifically on international cooperation," he concluded. (*)
