Hj. Elviana, M.Sc, Senator Jambi in her remarks as Chair of Committee IV said that apart from working visits by Members of Committee IV DPD, there were also working visits by Committee IV leaders to the regions. "The Committee Leaders hold meetings with work partners to deepen their knowledge and understanding of the work done by work partners in the region and the Jambi Province BPKP is the first regional partner we will visit in 2023," said Elviana in her remarks. "Specifically with regard to village funds, we in Committee IV are pushing for village fund autonomy where management and use do not need to be restricted considering that the conditions of each village differ from one region to another," added Elviana. "In the supervision that we have carried out on village funds for 2022, various problems were found including village financial accountability not supported by proof of payment, village finances were managed inadequately, the determination of the APBDes was late, and plans for village development activities were not aligned with the priority use of village funds," said Sueb Cahyadi, Head of BPKP Jambi Province Representative who was accompanied by all BPKP staff in his presentation. Apart from that, there are also a number of problems related to the Village Fund BLT, namely delays in the distribution of Village BLT from the Village Cash Account to KPM and the Risk of Village BLT being disbursed on the wrong target. "BPKP supervision is not only on the use of village funds, but also oversight on the results of using village funds, and most of our findings are about village financial accountability that is not supported by proof of payment." Another thing that is no less important is related to the level of village independence. "Of the 5 districts in Jambi that were monitored in 2022, all of them have a level of independence of less than 25%, which means that the village's financial capacity is very low or the level of independence is in the poor category," said Sueb Cahyadi. "We want to give meaning to the region through meetings with partners like now, this is a form of moral responsibility as a member of the DPD RI and the hope is that we can work together with many partners such as the BPKP or also with the BPK," said Abdul Hakim, a senator from Lampung. "We also need to optimize work agendas owned by partners in the regions so that cooperation synergies can increase," added the Deputy Chairperson of Committee IV. Another vice chairman of Committee IV, Sukiryanto, in a discussion with BPKP Jambi, highlighted the existence of several different regulations from several ministries related to village funds. "Our hope is that regulations related to village funds can be harmonized, because so far there have been several regulations issued by several Ministries, causing overlapping regulations," said the West Kalimantan Senator. "In the previous presentation, it was revealed that the BPKP had difficulty obtaining data on village funds, why was that? Asked Elviana in response to the presentation delivered by the BPKP. “Is it only in Jambi, and what are the things that make it difficult to obtain this data?" Please submit answers to our questions in writing for materials for our meeting with the central BPKP and other relevant partners." It is best if the BPKP reports regarding the problems encountered by the BPKP in supervising village funds can be submitted directly to all Regional Heads so that they also understand problems in their regions, such as problems regarding BUMDes that don't work, then problems with village assistants and so on, "Elviana suggested to BPKP . Committee IV DPD RI really appreciates what was presented by BPKP Jambi. "We are very pleased and appreciate what BPKP Jambi has explained, it is very comprehensive, complete and easy to understand, so it is hoped that what has been conveyed can be followed by BPKP representatives of other provinces, as well as the central government is also expected to display more complete data so that it can be seen which provinces are good and which ones need more attention in terms of managing and using village funds so that village financial accountability can be realized," concluded Elviana, the Chair of Committee IV.
