Committee IV DPD RI Encourages BPK RI to Make Preventive Efforts to Prevent State Losses

JAKARTA, dpd.go.id - Committee IV DPD RI held a working meeting (raker) with the Main Auditor of the BPK RI regarding the supervision of the implementation of Law No. 6/2022 concerning the State Revenue and Expenditure Budget (APBN) in the regions. In the meeting, Committee IV DPD RI highlighted that there are still many findings in regional entities that have the potential to harm state finances.

"There were 6,544 findings of problems of non-compliance with the provisions of laws and regulations in the 2021 LKPD which resulted in a loss of IDR1.45 trillion, a potential loss of IDR 371.21 billion and a lack of revenue of IDR 534.76 billion," said Chair of Committee IV DPD RI Elviana in the working meeting held at DPD RI, Tuesday (24/01/2023).

In the meeting, Committee IV DPD RI encouraged BPK RI to carry out preventive functions in order to prevent state losses, both in the central government and regional governments. Committee IV DPD RI also encourages BPK RI to increase supervision of local governments to improve the quality of the Internal Control System (SPI) and compliance with laws and regulations in order to follow up on recommendations from the results of inspections by the BPK RI and the Government Internal Oversight Apparatus (APIP).

Regarding the supervision of regional financial management, Member of the DPD RI from DKI Jakarta Jimly Asshiddiqie hoped that the BPK RI will not only emphasize financial report audits, but also performance audits. The existence of a performance audit can make public agencies use their budgets for the benefit of the people, not for personal or group interests.

"We want to help as DPD RI, this is in the interests of the state and the nation so that all public, state and government institutions are inclusive, not extractive, consuming resources for themselves. That's what is said in Why Nation Failed, because state institutions are extractive, consuming the budget for itself, not for the people. Hopefully we can improve BPK's function," said Jimly.

Meanwhile, Member of the DPD RI from West Java Eni Sumarni hoped that the BPK RI can implement preventive measures so that there are no irregularities in the management of the state budget by the regions. He asked BPK RI to carry out supervision starting from the budget planning stage. Because one of the potential deviations actually occurs at the budget planning stage of a program.

"Here is nothing preventive when reviewing the budget. Because most of them make a budget that is marked up. In the future it is hoped that there will be better communication, so that preventive efforts can go down to BPK in the regions," she said.

In the meeting, Main Auditor for State Finance VI of BPK RI Laode Nusriadi explained that there were several factors that caused losses at the local government level. First, the lack of integrity from officials or regional financial managers. Second, the lack of local government HR capacity in regional financial management and responsibility. Third, the weak Internal Control System (SPI) in regional financial management.

"To minimize findings that have the potential to harm the state, BPK continues to conduct interim audits or preliminary audits in order to identify and communicate audit risks. We also coordinate with APIP to provide assistance in financial management to local governments," he added.

Meanwhile, Main Auditor for State Finance V BPK Slamet Kurniawan explained that preventive measures can be carried out by the Inspectorate in the regions. According to Slamet, every time there is a finding from the BPK RI in an audit of an entity in the region, it is always communicated to the Inspectorate. The Inspectorate also always maintains communication with the BPK RI regarding the follow-up of a finding.

"The role of the Inspectorate should be able to prevent that, because that's the daily from there. Don't let us examine because of the sample, three service entities, even though the substance of the problem has the potential to occur in other agencies. The following year we moved offices, the same problem arose, as if this had already been found but how come it was found again, as if it had been found again and again.
