Committee IV DPD RI Encourages the Ministry of National Development Planning/Bappenas to Reach the RKP Target in 2023

JAKARTA, dpd.go.id - Committee IV DPD RI studied the strategy for realizing the Government Work Plan (RKP) 2023 in a joint working meeting with the Ministry of National Development Planning/Head of the Republic of Indonesia's National Development Planning Agency (PPN/Bappenas). Apart from that, at this working meeting Committee IV highlighted the progress and process of developing the National Institute of Sciences, and the challenges of preparing the National Long Term Government Plan (RPJPN) in welcoming Indonesia's Vision 2045.

"With the development targets and priorities of the 2023 RKP, the government needs to strengthen the synergy of development planning between the RKP and the K/L work plans and the RKPD," said Chair of Committee IV Elviana at the opening of the work meeting accompanied by Deputy Chairperson of Committee IV Sukiryanto, Novita Anakotta, Abdul Hakim along with other members of Committee IV, at the GBHN Building, Parliament Complex Senayan Jakarta, Tuesday (17/1/23).

Committee IV DPD RI sees that from the eight directions of the 2023 PPN/Bappenas policy it is necessary to strengthen coordination between the central government and regional governments in achieving national development goals in a thematic, holistic, integrative and spatial manner. On the budget aspect, integration of funding sources from the APBN, APBD, and other financing sources is required for the implementation of priority activities.

"2023 will be an important point to prepare the foundation for an inclusive and sustainable economic transformation to break away from middle-income countries and realize Indonesia's Vision 2045," continued the DPD RI member from Jambi.

On this occasion, the Minister of National Development Planning/Head of the National Development Planning Agency (PPN/Bappenas) RI Suharso Monoarfa explained the theme of the RKP 2023, namely Increasing Productivity for Inclusive and Sustainable Economic Transformation. Meanwhile, the 2022 evaluation is related to the 2022 macro development target of the economic growth target of 5.2-5.5%, achieving 5.4% so that the target has been achieved. Poverty rate of 8.5-9.0% only reached 9.57%, unemployment from the target of 5.5-6.3% achieved 5.86%, Human Development Index from the target of 73.41-73.46% only achieved 72 .91%, and the Gini Ratio of the target of 0.376-0.378% achieved 0.381% so it has not been achieved.

"It takes effort and hard work from Bappenas and all related parties to achieve the targets that have not been achieved in 2023. We hope that the final target of the 2024 RPJMN is optimized to achieve development targets according to the president's direction," explained Suharso Monoarfa.

The Minister of PPN/Head of Bappenas added that Indonesia's national economic recovery was quite good compared to other countries despite the current economic pressure and world recession. Meanwhile in 2023 there will still be 14 national strategic priority projects, one of which is the construction of the IKN.

Responding to this, Deputy Chairperson of Committee IV Sukiryanto wants to ensure that BPN/Bappenas regarding the development of the IKN must be ascertained because soon there will be a big political event and in the next period whether the development will be maintained and not stalled. "The government, through regulations or whatever, must ensure that the construction of the IKN must continue," he said.

At the same time, Deputy Chairman of Committee IV Lampung Abdul Hakim fully supports the extreme poverty alleviation program and the management of one data that is currently being carried out by BPS as an effort to address social problems and alleviate poverty in Indonesia. "The database must be strong and we fully support it to be effective in data collection so that the program runs well in the regions," he said.

Meanwhile, Vice Chairman of Committee IV Novita Anakotta said that Ambon New Port, which has been included in the RPJMN, should be a reference for relevant ministries in managing and implementing its program as a national fish storage area.

"If managed properly, Maluku as a national fish barn can anticipate economic inequality between the West and the East and also contribute to GDP," she added.

Chairman of Committee IV Elviana at the forum conveyed the aspirations of the village heads in their area obtained through the Musrendes for immediate implementation of autonomy in the management of village funds. Elviana revealed that there should be no entrusted programs tucked into village funds such as the handling of stunting programs because it should be the task of the relevant ministries.

"I hope that the 2023 economic growth target targeted by the government for regions should be balanced with revenue-sharing funds to support regional growth, many productive regions do not get the appropriate profit sharing," concluded Elviana. (*mas)
