Special Autonomy (Otsus) Applies in 4 New Autonomous Regions, Senator Filep: Fullfilment of OPD Positions Must Prioritize OAP

WEST PAPUA, dpd.go.id - West Papua Senator Dr. Filep Wamafma reminded the acting governors (Pj) of the four New Autonomous Regions (DOB) in Papua to prioritize indigenous Papuans (OAP) in every policy implemented. This includes filling positions in each Regional Apparatus Organization (OPD).

Senator Filep, who is also on the drafting team for the formation of the 4 new autonomous regions in Papua, believes that native Papuan State Civil Apparatus (ASN) human resources also have good leadership and managerial qualities to be assigned to each OPD. Apart from that, this is also the aspirations of the people of Papua and in accordance with the mandate of the Law on the formation of the new province.

"Regarding the fullfilment of positions in the four provinces resulting from division in the land of Papua, I remind the acting governors to really prioritize OAP, this is of course taking into account the quality they have. I'm sure the government also has accurate data regarding Papuan Civil Servants who meet the requirements and qualifications to be assigned to the four new autonomous regions," said Filep Wamafma, Saturday (7/1/2023).

"I also believe that the acting governors have understood the politics of forming a new autonomous region in the land of Papua, including the question of the purpose of forming a new autonomous region. Apart from accelerating the pace of welfare development and public services, the presence of the new autonomous region is also to guarantee the basic rights, the dignity of OAP on their own land, through affirmative policies mandated through the Special Autonomy Law," he continued.

Furthermore, Filep said, the law on the formation of the province includes Law 14/2022 on the Establishment of the South Papua Province, Law 15/2022 on the Formation of the Central Papua Province, Law 16/2022 on the Formation of the Papua Mountains Province and Law 29/2022 on the formation of the Papua Province Southwest, has clearly and in detail regulated affirmations for OAP, including the proportion of Civil Servants (ASN) formations of 80 percent being OAP and 20 percent non-OAP.

"In the four new autonomous regions it is clear that the Special Autonomy Law has been in effect, and the Law on the formation of provinces also reaffirms this specificity. Therefore there are no more reasons, let alone the reasons for human resources of OAP Civil Servants not being ready to be assigned to DOB. I think the government must be committed and consistent in carrying out the mandate of the two laws so that the division of this region will go according to its noble goals," said the author of the book Philosophy of Special Autonomy.

Filep hopes that the specificity of Papua can be applied as much as possible as a legal political product of the central government for Papua. According to him, all parties must accept and understand that the Papuan people and indigenous peoples are the main subject in any policies implemented in the land of Papua.

On the same occasion, Filep Wamafma also appreciated the government, especially President Jokowi, who had appointed four acting governors for each of the newly created provinces. He also appreciated the performance of the acting governors who he considered to be able to work quickly and effectively in preparing and running the wheels of government in each of the new provinces.

"In principle, we really appreciate that the acting governors are very active and able to properly carry out the mandate of the law, implementing central government policies for Papua. As a senator as well as a law drafting team on the formation of new autonomous regions, I hope that all parties will support the work of the acting governor in carrying out the mandate of the law for the welfare of the people of Papua," he concluded.
