Tripartitely, Committee II DPD RI Discusses the EBET Bill

JAKARTA, dpd.go.id - Committee II DPD RI attended a working meeting with the DPR RI and the Government. This tripartite meeting discussed the Bill on New Energy and Renewable Energy (EBET).

Chairman of Committee II DPD RI Yorrys Raweyai said the proposal for the EBET Bill basically has the same spirit as the discussion on renewable energy that was discussed by the DPD RI in 2017. Fundamentally, DPD RI is of the opinion that the grouping of energy resources is divided into renewable and non-renewable energy sources in line with the literature from Scope International, where the term 'new energy source' is not known, which has been included in Law no. 30 of 2007 concerning Energy.

"The concept of new energy that is promoted in the EBET Bill should be removed and removed from the context of renewable energy. We conveyed this at the last work meeting and we noted it in several DIMs, especially in Chapter V on New Energy," Yorrys said at the Nusantara I Building, Parliament Complex, Jakarta, Tuesday (24/1).

Yorrys added that DPD RI views the concept of energy transition as a very basic issue and requires more attention. So the provisions regarding energy transition should be regulated in a more comprehensive and integral manner in the generic regulations regarding energy. "The DPD RI has also submitted an initiative proposal for a Bill on Amendments to the Energy Law, in which the issue of the energy transition has been comprehensively normalized," he explained.

DPD RI also emphasized the context of using new technology which should also be mainstreamed in the use of renewable energy. While in the EBET Bill, this concept is not given more emphasis.

"DPD RI is of the opinion that several concepts of change, including regarding innovation in the use of technology for the utilization of nuclear energy, coal, natural gas, and other energy sources, should be included on the agenda for changing the relevant law," said the senator from Papua.

Yorrys added that the DPD RI supports the proposed institutional roles that can support the implementation of the energy transition. This is to avoid concerns that there are too many existing institutions, so it can be adjusted as a simplification concept for bodies that are currently running well and still allow for additional authority. "If you still want to create a new institution, then the DPD RI proposes the name of the institution Renewable Energy Management Agency which is listed in the DIM related to CHAPTER XI concerning Renewable Energy Funds," he suggested.
